Troubled Project and Surety Consulting Services

PRO2 provides single source review of high risk Projects, salvaging troubled Projects, and claim review virtually anywhere in the country.

The following summarizes our Troubled Project and Surety Consulting Program.

Project Status and Course of Action Review:

  • Conduct on-site observation to assess status, progress, and quality of the work.
  • Review, analyze, and/or prepare the following: Existing Construction Team structure.
  • Contract Documents, proposals, subcontracts, purchase/work orders, change orders, etc.
  • Project Schedule including all updates.
  • Project Budget including all Payment Applications, budget revisions, lien notices and releases, etc.
  • Project Safety programs.
  • All pertinent correspondence, regulatory inspections, special inspections, test reports, etc.
  • Best method for Project continuance including Cost-to-Complete estimate if necessary.
  • Provide Course of Action Report based on findings including any recommendations for corrective action.

Client Representative—Work-Out with Contractor:
This service is beneficial for Clients desiring to work things out with defaulting Contractor.

  • Provide management services to the Contractor to correct or compensate for the non-performance.
  • Supplement staff in active management positions on the Project as may be necessary.
  • Oversee the Contractor’s on-site progress.
  • Review the Contractor’s payment application preparation.
  • Administer the subcontractor/vendor payment disbursements.
  • Provide Progress Reports including any possible deficiencies and recommendations for corrective action.

Client Representative—Replace Contractor with New Contractor:
This service is beneficial for Clients desiring to replace a defaulting Contractor with a new Contractor.

  • Manage bidding and negotiating for new general contractor or provide a review of new contractor bids.
  • Provide an in-depth analysis of the Contractor’s Project Schedule.
  • Review contracts and agreements for overlap, omissions, terms and conditions, and discrepancies.
  • Substantiate subcontractor bid coverage. As necessary, assist in negotiating subcontracts.
  • Maintain an oversight management role for the balance of the Project.
  • Monitor the Contractor’s on-site progress.
  • Review the Contractor’s payment application including subcontractor/vendor payment disbursements.
  • Provide Progress Reports including any possible deficiencies and recommendations for corrective action.

Client Representative— PRO2 as Construction Manager:
This service is beneficial for Clients desiring to replace a defaulting Contractor with PRO 2 as CM.

  • Provide active Construction Management for the balance of the Project.
  • Meet with existing Trade Contractors and Suppliers to determine whether to continue using them.
  • Manage the bid, negotiation, and contracting of additional/replacement Trade Contractors and Suppliers.
  • Provide a new critical path Project Schedule taking into account delays and bidding/procurement time.Provide direct
  • Management and site supervision on the Project as may be necessary to complete the Project.

Claims Analysis:

  • Review claims including cost, delays, warranty, defect, and non-performance. Recommend rebuttal or cure.
  • Assist in the preparation, presentation, and resolution of any claims.

Litigation Support:

  • Review case with legal counsel.
  • Assist in expert witness selection.
  • Provide expert testimony as may be necessary.

Property Assessment Services

Anyone planning to finance, buy, lease, or sell property should assess its condition and determine its value first. PRO 2 offers Clients a single source for assessing condition, determining value, and determining need for and estimating cost of repairs, retrofits, restorations, and capital improvements for Properties virtually anywhere in the country. As with all our services, we can adapt services to a Client’s specific needs, from a brief overview to a comprehensive study.

The following summarizes our Property Assessment Program.

Property Condition Survey:
This service is beneficial for any Client involved in ANY Real Estate transaction, residential or commercial.

  • Conduct on-site observation of the Property to assess condition and identify:Any significant defects that may require immediate attention.
  • Any repair/maintenance items that may need corrected within a period identified by the Client.
  • Any items that may need major repair or replacement within a period identified by the Client.
  • Provide conceptual cost estimates for any maintenance or repair work identified above.Report on findings, including any recommendations for corrective action.

Partial Property Assessment:
This service is beneficial for Clients who may be aware of or suspect problems with a Property.

  • Conduct on-site observation of the Property to assess condition and review specific problems and areas.
  • As required, solicit and monitor any special consultants, exploratory testing, and material laboratories.
  • Provide conceptual cost estimates for any recommended repair work.
  • Report on findings, including any additional deficiencies and recommendations for corrective action.

Specific Problem Assessment:
This service is beneficial for Clients who know of specific defects or problems with a Property.

  • Conduct on-site observation of the Property to assess condition and perform a detailed investigation of known defects.
  • Identify the cause of the problems and the extent of damage.
  • As required, solicit and monitor any special consultants, exploratory testing, and material laboratories.
  • Identify the cause of the problems and the extent of damage.
  • Provide conceptual cost estimates for any recommended repair work.
  • Report on findings, including any additional deficiencies and recommendations for corrective action.

Full Property Assessment:
This service is beneficial for Clients who need a Property purchase Due Diligence Study.

  • Conduct an initial on-site observation of the Property to assess condition and additional detailed investigations of noted defects as required.
  • As required, solicit and monitor any special consultants, exploratory testing, and material laboratories.
  • Research and review records, including environmental, architectural, building code issues, life safety and accessibility issues, and structural, roofing, mechanical, and electrical systems.
  • Provide conceptual cost estimates for any repair or rehabilitation work identified above.
  • Report on findings, including any recommendations for corrective action.
